JAMMU, Jul 16: Governor administration headed by Governor NN Vohra is likely to dissolve existing J&K State Sports Council, the apex sports governing body of the state in the middle of its tenure and may post a senior IAS/IPS officer to head both youth Service and Sports deptt and J&K State Sports Sports Council till it will be reconstituted.
Sources in the administration divulge that the existing Sports Council has been dissolved very shortly, the Secretary to youth Services and Sports to J&K govyt may be asked to seek resignations from all the members.
“The present Council is still left with more than a year in its four year term, but ever since the imposition of Governor rule in the state, there have been clear indications of dissolving the J&K State Sports Council as Governor administration is not happy the way Sports Council and its members are functioning .
Sources told earlier move to reconstitute the Council has been initiated at the instance of the Governor himself as he has expressed his displeasure over its functioning. After the Waheed ul Rehman Para resignation from the posts and every tom, dick and harry in the administration start lobbying for the post with the help of several sitting members, but Governor Administration had indicated its intentions to dissolve it rather than making any arrangements and hand over its baton to senior IAS/IPS officer.
The State Sports Council has been victim of the apathetical attitude of erstwhile PDP-BJP government with ministers incharge of sports expressing their reluctance in accepting the responsibility of the department and appointing blue eyed officer in personal section to run Sports council in proxy manner. They have virtually opened transfers and postings industries in the ministry.
With the result these officers who had no know how of the sports completely jeopardized the process of sports development in the state besides ruining the representative character of the Council.
It has been reliably learnt that hundreds of crorers of sports promotion grant offered to J&K by the Centre under various schemes has been squandered due to complete lack of vision and accountability of these officers.
Besides, the sports ministers who manned the department of Youth Affairs and Sports during the previous regime exhibited little interest in the improvement of sports infrastructure and sports performance of the state’s athletes.
The present Council was constituted close to three years back, with then Chief Minister Mehbooab Mufti as the president and then minister for sports Imran Ansari as vice president, but it is a pity that not a single effort could made to promote sports in trouble state , thus defeating the very purpose for which it was constituted and confining the decision making to the council secretariat only. Though the then Secretary, J&K State Sports Council Waheed ul-Rehman Parra has taken some good initiative in promoting sports among youths and rebuild sports infrastructure in both region of state, but he has faced lot of hurdle from the ministry. He has also advertised posts for the sports council for first time and conducted the interview, but due to infighting between his office and sports ministry , the list could not be announced.
Now after the Governor administration has mulled to dissolve the sports Council question arise that whether the governor administration includes genuine sports persons, sports journalists in the Council who can contribute in the sports administration with their experience and vision or the Council becomes a platform for rehabilitation of political workers and sycophants of the Ministers; would be interesting to see.
Meanwhile, Clean Sports J&K in a statement welcome the Governor Administration decision to dissolve sports Council and urged the governor to make top IPS/IAS officer as joint head of both Youth Services and Sports and Sports council. It also requested to administration to immediate announce the J&K Olympic Association’s adhoc body , the order for which governor administration has already issued. Clean sports J&K request Governor and Advisor K Vijay Kumar to announce sports advisory committee in state comprises of only international, National level sports\persons and accredited sports journalists.
